Industrial Waste
Surveillance
-
The Clean Water Act of 1972 called for a
national pretreatment program to control industrial discharges into
public sewage systems. These programs are necessary to prevent serious
problems that can occur from the discharge of toxic industrial
pollutants. Industrial Waste Surveillance (IWS)
operates a Federally approved pretreatment program to implement the
federal standards and protect the District's collection system and
treatment facilities.
IWS sample technicians retrieve wastewater
samples from District customers. These samples are used to ensure that
companies adhere to all pertinent regulations and laws. In addition,
these samples are used to calculate companies Wastewater Characteristics
(WWC's) that are used to determine the rates charged for a company.

The IWS department also
coordinates the District's response to a toxic chemical spill that could
invade the sewers. To report a spill call to 815-38-SPILL
(815-387-7455) any time (24 hrs a day, 365 days a
year).
The RRWRD Pretreatment program contains the
following elements to assure a successful program:

Administrative Core: Legal authority,
professional staff, funding and information based on local
industry;

Discharge Standards: Industrial
effluent limits based on federal standards and local limitations
determined to protect the system;

Implementation Activities: Permit
administration, notification, inspection, monitoring and
enforcement;

Information System: Data Management and public access to information.

Pretreatment
Program Modifications

In February, 2008, the USEPA approved
changes to the District's Industrial Pretreatment Program. The
changes incorporated new Federal Pretreatment Regulations and revised
Local Limits. The District is required to establish local
discharge limits to industry in order to protect the treatment plant and
sustain environmental criteria. The report discussing the
development of these local limits is available below
Wastewater
Discharge Permit Application
-
Pursuant to the provisions of all
applicable ordinances of the Rock River Water Reclamation District,
Significant Industrial Users (SIU'S) discharging into the
District MUST apply for a General Wastewater Discharge Permit if any of
the following conditions are met:
-
The User has a discharge process flow
of 25,000 gallons or more per average work day,
or
-
The User has a discharge flow greater
than 5% of the flow in the District's wastewater treatment system,
or
-
The User's wastewater contains toxic
pollutants as defined pursuant to Section 307 of the Act or State
Statutes and Rules, or
-
District, IEPA, or USEPA finds the
User's wastewater has a significant impact, either singly or in
combination with other contributing industries, on the wastewater
treatment system, the quality of sludge, the system's effluent
quality, or air emissions generated by the
system.

The User is a member of the National
Categorical Pretreatment Standards promulgated by the USEPA in
accordance with Section 307(b) and (c) of the Act, and 40 CFR, Section
403.5 which applies to industrial users. For purposes of this section,
"process wastewater" excludes sanitary, non-contact cooling and boiler
blow down wastewater.

Zero Wastewater
Discharge Permit Application
-
Pursuant to the provision of all applicable
ordinances of the Rock River Water Reclamation District, categorical
significant industrial users connected to the District must apply for a
Zero Wastewater Discharge if:
-
The user generates wastewater from a
manufacturing process that is subject to any National Categorical
Pretreatment Standards (NCPS) and;
-
The User has elected to haul the
process wastewater offsite for disposal and will not discharge these
process wastewaters to the sanitary sewer.

A categorical significant industrial
user is any facility that has a process wastewater that is subject to
the National Categorical Pretreatment Standards promulgated by the
USEPA in accordance with Section 307(b) and (c) of the Act, and 40
CFR, Section 403.5 which applies to industrial users. For purposes of
this application, "process wastewater" excludes sanitary, non-contact
cooling and/or boiler blow down wastewater.

Wastewater
Hauler Permit Application
-
Wastewater haulers that want to discharge
their wastes at the District treatment plant must obtain a Wastewater
Hauler Permit from the District. Wastewater haulers that
typically use the treatment plant for disposal are septic tank
pumpers. Certain industrial
wastewaters may be accepted, but these are considered on a case by case
basis. The District does
not accept waste grease from grease traps or interceptors and industrial
hazardous wastes as defined in Federal and State regulations.
Any
wastewater hauler applying for a permit to transport industrial special
waste, as defined in IAC 35, Subtitle G: Waste Disposal, Part 809, shall
also posses a valid IEPA Special Waste Hauler Permit. Each load of wastewater
delivered to the treatment plant must have a District manifest. All loads of industrial special
waste must also have an IEPA Uniform Hazardous Waste Manifest and the
District must receive the necessary supplemental permits from IEPA to
accept the wastes.

Atypical
Discharge Requests

An industrial user may occasionally
generate an atypical wastewater that may be discharged without upsetting
or adversely affecting the treatment plant or collection system. All atypical discharges must be
reviewed and approved by the District prior to discharge. Approval to discharge an
atypical wastewater is requested by submitting an Atypical Discharge
Request form.

Non-Significant
Categorical Industrial User (NSCIU) Wastewater Discharge Permit
Application
-
Pursuant to the provisions of all
applicable ordinances of the Rock River Water Reclamation District,
categorical industrial users connected to the District
must apply for a NSCIU Wastewater Discharge Permit
if:
- The user generates wastewater from
a manufacturing process that is subject to any National
Categorical Pretreatment Standard (NCPS)
and;
- The user never discharges any more
than 100 gallons per day (gpd) of total categorical wastewater
and;
- If the user is an existing
facility, the user has consistently complied with all
applicable categorical Pretreatment Standards
and requirements;
- The user never discharges any untreated concentrated wastewater; and
- The user has not been in Significant Non-Compliance (SNC) during the past two
years
- A Categorical Significant
Industrial User is any facility that has a process wastewater that
is subject to the National Categorical Pretreatment Standards promulgated by the USEPA in accordance with Section
307(b) and (c) of the Act, and 40 CFR, Section 403.5 which applies
to industrial users. For purposes of this application,
"process wastewater" excludes sanitary, non-contact cooling and/or
boiler blow-down wastewater.

Self Monitoring
Reports
-
The General Pretreatment
Regulations and the Rock River Water Reclamation District Code Of
Ordinances require that all Categorical and Non-Categorical Significant
Industrial Users submit, at a minimum, semi-annual Self Monitoring
Reports. These reports must be sent to the District by January 20 and July
20, reporting on the sampling and analyses conducted during the preceding
six (6) months. The minimum self monitoring requirements are listed in
your Wastewater Discharge Permit.
If your facility monitors any
pollutant more frequently than the minimum required in your permit, the
results of this monitoring shall be reported on the appropriate Self
Monitoring Report Form and submitted to the District on a monthly
basis.
The results of industrial self monitoring, upon approval by
the District, shall be included with District sampling and analysis data
to determine compliance with all applicable pretreatment discharge
standards. Should the Self Monitoring Report Form indicate analyses of
District provided split samples, these results, if approved, will be
averaged with the District's analytical results for the same
sample.
In order for the self-monitoring data to be accepted, the
samples:
-
need to be collected at the
discharge location shown in your permit;
-
need to be taken following the proper sample procedures; and
- need to be analyzed following the approved methods listed
in 40 CFR 136.

Accidential Discharge /
Spills
-
All spills and slug discharges by
an Industrial User (IU) to the sanitary sewer must be reported immediately
by calling the District's emergency spill report number (815)
387-7455.
The following downloadable form must be
completed and returned to the District Director within five (5) days
following the report of an accidental or deliberate spill or slug
discharge by an Industrial User (IU) to the sanitary sewer. Completion of
this form is a requirement of District Code of Ordinances (Title 2,
Article II, Section 7, A.3.) and does not relieve the IU of any
liabilities due to the accidental discharge. Prompt and accurate reporting
does reflect that the IU is attempting to address the
problem.

90-Day Compliance Report
on Categorical Pretreatment Standards

As set forth in the General Pretreatment
Regulations 40 CFR Part 403.12 (d) "Within
90 days following the date for final compliance with applicable
Categorical pretreatment Standards or…the introduction of wastewater into
the POTW, any industrial user subject to the Pretreatment Standards…shall
submit a report…" Therefore, the District requires submission of
the following downloadable report:
This report shall contain the
results of all sampling and analysis of your discharge, including flow and
the concentration of those pollutants which are limited by the applicable
pretreatment Standards and are listed in Section II of your Wastewater
Discharge Permit.
The monitoring results obtained shall be
summarized and reported on this form. Use additional forms, if
necessary.The submission of each report shall include the measured maximum
and average daily flows.
If your categorical discharge limits are
based on equivalent mass or concentration limits based on production
values, this report shall contain a reasonable measure of your long term
production rate or actual average production rate for the reporting
period.

Significant Industrial
User (SIU) Change of Condition

A Significant Industrial User, permitted
with the District, shall notify the District prior to the introduction of
new wastewater or pollutants or any substantial change in the volume or
characteristics of the wastewater being introduced into the POTW from the
users processes. Formal written notification shall follow within
thirty (30) days of such introduction on "Change of Condition" forms
provided by the District.

requires under Title 2, Article IV, page 2-50 that in the event that a
Significant Industrial User (SIU) closes, or if the processes that
classifies the user as significant are closed, the user shall file a

Food Service
Establishments Grease Traps and Separators
-
The user of any property serviced by a
sanitary sewer shall install separators as necessary for the proper
handling of liquid wastes containing grease, sand, oil or any other
matters that may violate the provisions of District's Code of Ordinances.
Such separators shall be installed by the user and be accessible for
maintenance purposes. It shall be the user's responsibility to clean and
maintain such separator or separators at a regular frequency so as to
ensure efficient operation.

Sanitary Sewer Pollution
Prevention Tips for Restaurants
-
Pollution prevention is a term that is used
for the reduction of waste products within a process or at the end of
pipe. The Rock River Water Reclamation District has compiled a list of
suggestions for Restaurants to follow to reduce the amount of grease
discharged to both sanitary and storm sewer. At this time, restaurants are
not permitted by the District but compliance monitoring and inspections
will be conducted on a routine basis to determine
compliance.

Laboratory

The District Laboratory performs all analytical services to support the operation of
the treatment plant and the industrial monitoring. Treatment plant
analyses are done to monitor the performance of the plant as well as to
report compliance with the District's National Pollutant Discharge
Elimination System (NPDES) Permit to the IEPA. Industrial samples are
analyzed to determine compliance with the appropriate pretreatment
effluent standards.
